Engineering Solutions & Products LLC (ESP) was awarded a prime position on the 10 year RS3 (Responsive Strategic Sourcing for Services) Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Performance Based Services Contract that provides customized best value solutions to a diverse group of organizations which spans the spectrum of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) mission requirements throughout the world.
The scope of the contract will cover knowledge-based professional engineering support services for programs with C4ISR-related requirements to include:

Engineering Solutions & Products LLC (ESP) was awarded a prime contract to support the Army’s Product Manager Radars with programmatic, technical, engineering, testing, logistics, fielding/training, integration, business management, administrative, and operational program support. This $33M contract, which has a one-year base and two one-year options, was awarded through a full and open competition.
PdM Radars is responsible for the full scope of Radars products, to include Legacy, Quick Reaction Capability (QRC) and Programs of Record (POR) tactical radars systems, provide life-saving capabilities to the U.S. Military and our Allies by providing accurate real time detection, classification, tracking and coordinates locations to enable effective counter fire engagements and annihilation of enemy artillery, rocket and mortar systems.
Throughout the period of performance, ESP will continue to provide program support to PdM Radars, to include the identification of technologies and efficiencies that will be required to improve program management performance. ESP has and will continue to develop program-specific tools that provides total visibility and accountability of all Radars systems through their entire lifecycle (production, testing & acceptance, fielding/training and hand-off to gaining units). These tools provide management visibility and capability of hardware configurations, software versions, engineering changes/upgrades (ECPs), software changes/upgrades (SCPs) modification work orders (MWOs) and more through the entire life of the systems. Radford University’s College of Business and Economics (COBE) will sign a memorandum of understanding (MOU) with Engineering Solutions & Products, LLC (ESP) at 1 p.m., Sept. 30 at the university’s Kyle Hall, room 320. The purpose of the MOU is to establish a strategic relationship between Radford University, COBE and ESP, which is headquartered in Chantilly. The agreement will benefit the signatories through branding, advertising and growth with a special emphasis on Northern Virginia.
Radford University President Brian O. Hemphill and ESP President and CEO Douglas N. Fouser will sign the agreement to formalize the partnership. “Through a wide scope of initiatives, Radford and ESP will work together to promote and encourage innovation and to increase opportunities in education, employment and leadership development,” Hemphill said. “It will create better prospects for students and, in turn, build a stronger workforce for our nation.”
The partnership will offer Radford University students “opportunities for internships, full-time positions, class projects and other initiatives that will be developed over time,” said COBE Dean George Low. “We will also have access to ESP's Training Center of Excellence (TCoE) in Chantilly and the use of an office in their corporate headquarters,” Low said. “This will be very helpful as we consider revenue-generating programs that engage executives in Northern Virginia through the COBE’s Center for Innovation and Analytics and other college programs.” “We are excited about the relationship between ESP and Radford University. The General Services Administration (GSA) recently awarded the One Acquisition Solution for Integrated Services (OASIS) Pool 3 Unrestricted contract to Engineering Solutions & Products LLC (ESP). The Contract period of performance consists of one base period and one 5-year option that extends the contract to September 2024.

Mr. Gary Winkler is a well-known defense and information technology executive with a 30-year track record of leading edge accomplishments. He served in the Senior Executive Service from 2003 until 2011 when he left to join private industry. As his first SES assignment, he reported to the Army’s CIO/G-6 as the Army’s first Chief Knowledge Officer and Principal Deputy for Governance and Acquisition, where he established Army IT Policy, Processes and IT Personnel Development Program. In 2007, Gary was assigned as PEO EIS where he led a $4 billion per year organization of 2,500 professionals to deliver new, large-scale systems supporting finance, logistics, personnel, communications infrastructure, biometrics, medical and warfighting functions. Mr. Winkler worked across all Military Departments, DoD Agencies, the OSD staff, and the Congressional Staff. General Craddock served as the Supreme Allied Commander Europe (SACEUR) and Commander in Chief of the U.S. European Command. His distinguished military career spanned leadership at all levels, including Combat Commander in Operation Desert Storm and Commander of the U.S. Southern Command.

Engineering Solutions & Products, LLC (ESP) was awarded a prime contract to provide Integrated Logistics Support (ILS) to the Army Project Manager Tactical Radios (PM TR). This $25M task order, which has a one-year base and two one-year options, was awarded under the newly formed GSA Professional Services Schedule (PSS).
Project Manager Tactical Radios (PM TR) enables tactical communications by providing a range of products that are capable of terrestrial and celestial communications. PM TR’s acquisition mission is to develop and field the next generation of software-defined tactical radio systems, while also fielding and sustaining legacy/current force tactical radio systems. Through this award, ESP will provide the Army with Total Package Fielding (TPF), New Equipment Training (NET), and support for Logistics Information Systems (LIS), platform integration/installation, and logistics documentation. Performance will take place in support of PM TR products in both CONUS and OCONUS locations as per each system’s TPF Plan. The ESP team is comprised of Vistronix, Z2 Technologies LLC, JHT Inc., and Booz Allen Hamilton.

Engineering Solutions & Products LLC (ESP) recently entered into a formal Department of Defense (DoD) Mentor-Protégé Agreement with Sarai Services Group, Inc. (SSG). The three year agreement was formally launched last week with a celebration at ESP Headquarters, located in Chantilly, VA
SSG is a service disabled, veteran-owned, small disadvantaged, minority-owned business headquartered in Huntsville, Alabama. Established in 2013, SSG specializes in logistics, program management, and information technology.

Engineering Solutions & Products LLC (ESP) was successfully on-ramped to the Enhanced Army Global Logistics Enterprise (EAGLE) Basic Ordering Agreement (BOA) with a ceiling value of $23B. The Army is using the EAGLE contract to move equipment in and out of theater and also to reset equipment so it is ready for overseas deployment, troop training, inventory and parts.

Relocation to the DC metro area enhances the capacity of ESP to expand markets and diversify its portfolio. “We are proud to have our new headquarters located in Chantilly, VA. The Board of Engineering Solutions & Products, LLC announced today the hiring of Douglas N. Fouser as permanent President and Chief Executive Officer.
Douglas brings with him 31 years of strategic planning, business development and government contracting management experience. Most recently, Douglas was Group Vice President and General Manager at Engility Corporation, where he was responsible for approximately 3,000 personnel and $470 million of annual revenue, supporting worldwide Training & Mission Support customers. Prior to his two years at Engility Douglas spent eight years in Senior Vice President and General Manager positions for L-3 Communications, before moving to Engility during its spin-off from L-3. Previously, Douglas served as Executive Vice President for ManTech International, where he was responsible for their Information Technology Solutions Group. Douglas has also worked for Cubic Defense Systems in a variety of senior management positions, culminating with his assignment as Vice President of their Tactical Electronic Products Division. Douglas holds a Bachelors of Science Degree from the United States Military Academy at West Point and a Master’s in Business Administration from the University of San Diego.
Douglas replaces Carla Lucchino, who served as Interim CEO of ESP during the Company‘s search for a permanent position.
