RS3 is a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Performance Based Services Contract that provides customized best value solutions to a diverse group of organizations which spans the spectrum of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) mission requirements throughout the world. RS3 has a $37.4B ceiling with a 10-year ordering period (five-year base ordering period and five-year optional ordering period) and allows task orders to continue for up to 5 years after last ordering day.

The Army Enhanced Army Global Logistics Enterprise (EAGLE) is a logistics program with three key functional areas: Material Maintenance Services, Retail/Wholesale Supply, and Transportation Support Services. The Engineering Solutions & Products (ESP) Team can now compete for task orders on this $23B Basic Ordering Agreement (BOA) awarded under the United States Army Sustainment Command (ASC), the Army Materiel Command’s (AMC) executive agent for field support. The program provides efficient and effective field level maintenance; analysis, planning, and movement coordination in support of military operations; equipment management and training; and supply services. Task orders under the contract will cover Continental United States (CONUS) and Outside Continental United States (OCONUS) opportunities for the following:

The ESP Team is comprised of ESP along with teammates Automotive Management Services FZ-LLC, EMI Services, Gemini Tech Services LLC, Purple Shovel, and Crisis Response Company. SeaPort Enhanced (SeaPort-e) is the Navy's electronic platform for acquiring support services in 22 functional areas. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 2500+ SeaPort-e IDIQ multiple award contract holders. This Indefinite Delivery/Indefinite Quantity (ID/IQ) contract enables the ESP Team to compete for task orders totaling $10 billion over 15 years, if all options are exercised. SeaPort-e extends the current procurement vehicle, SeaPort, by leveraging SeaPort's successful business model and efficiencies.
SeaPort-e will help Naval activities reduce costs and promote business efficiencies in the effort to lead the Navy on a successful course. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. NSWC Dahlgren is the Seaport-e Contracting Office, however, each activity will release their own RFPs.
